One key criteria we weigh heavily is the quantity and severity of deficiencies. Places with better grades in this category tend to have few severe deficiencies. This city's next highest grade was in long-term care, where we gave it a B-. In the other categories we looked at, the city earned a grade of C for its nursing score and a C for short-term care.
