Rae-Ann West Park turns out to be one of a list of 49 nursing homes in Cleveland, Ohio. The city has more options than most areas in the state. With an overall rating of F, we consider this to be a lower end facility. Keep in mind that Cleveland received a city grade of B-, so should consider other options in the city as well. Although we gave this nursing home a horrible overall grade, we gave it an A for our inspections score. This score is far more impressive than the facility's overall score. Inspection grades weigh several factors, including deficiencies, substantiated complaints and federal fines. You can find more information about each of these issues by obtaining copies of nursing homes' inspection reports. While this facility had a few deficiencies on its government inspection report, none were serious based on CMS' scale. A few minor deficiencies are not necessarily the end of the world.

As it turns out, this nursing home only earned a D for its long-term care rating, which is actually one of its more favorable category grades. When facilities receive this kind of grade in this category it is often a bad sign for resident care and it may mean that the place is not as well-staffed. On top of looking at the amount of care provided by nurses aids and other staff, we also looked at the percentage of residents vaccinated against pneumonia. Frankly, we were a bit concerned this nursing home administered the vaccine to only 74.117645 percent of its residents. Surprisingly, this place was actually able to limit hospitalizations. With only 0 hospitalizations per 1,000 long-term resident days, this facility had less hospitalizations than many nursing homes. This was its best score in this category.

We gave this facility a grade of just D for our short-term care score. This is not a score to write home about. In the category of short-term care, we seek to qualify measures of a facility's rehabilitation services. We look at a facility's skilled nursing services, including those performed by registered nurses and physical and occupational therapists. Based on its grade in this area, we were not stunned to learn that this place is well below average in terms of its quantity of registered nurse and physical therapy hours provided to its residents based on the metrics we assessed. Frankly, this was what we expected here. The final measure we considered in this category is the percentage of patients who were able to leave the facility and return to the community. It performed better in this area, with 49.7 percent of its residents returning home.

The next category we looked at was nursing, in which this facility was given an abysmal grade in this area as well. Unfortunately, we gave it a lowly F for this category, which is definitely a major concern. Our nursing score is based on quite a few factors, however, the primary consideration is the number of nurse hours per patient per week. This place provided just 2.7 hours of nursing care per resident per day. This is well below average. Unfortunately, this facility also had abysmal scores in some of the quality-based metrics to go along with its weak nursing hours. We looked at the percent of patients sustaining pressure ulcers and we were quite disappointed. This facility was at roughly 1.5 times the national average in this area. This is likely a bad sign in light of the fact that so many bed sores could be avoided with better nursing care. This statistic helped pull down this nursing home's nursing grade significantly.
